Separately, some Southern California cities are restricting or banning artificial turf due to environmental and health concerns. 

Los Angeles: As of July 2024, the Los Angeles City Council has approved a motion to study the feasibility of banning new artificial turf installations.

West Hollywood: The potential Los Angeles County ban is also being considered for discussion by the West Hollywood City Council.

Glendale: The city's Turf Replacement Program explicitly states that synthetic turf is not an approved option for turf conversion.

Concerns over artificial turf

Recent restrictions on artificial turf stem from new concerns, including:

"Forever chemicals" (PFAS): The US Environmental Protection Agency (EPA) classified these substances as hazardous in April 2024, and they have been detected in artificial turf.

Water use: Artificial turf may still require water for cleaning and cooling.

Our 4 Step Process

1 - Landscape Consultation

Once you schedule your consultation with our landscape designer and consultant, we will meet with you at your home or property to talk about your ideal retreat and collaborate in bringing to ideas to life. You will get professional advice from an award winning landscape designer.

If we decide to collaborate together on the design part, we will conduct a Landscape Assessment, which will include comprehensive property draft plan. We gather essential data, such as measurements, elevations, drainage considerations, proximity to property lines, gas lines, setbacks, and more.

This information is used to create a digital draft base plan, which includes a two-dimensional printout of the property with all measurements.

2 - Landscape Design

Following the landscape consultation and digital draft base plan, we will utilize the gathered information and your specified budget to proceed with developing a complete concept, preliminary 2D and 3D renderings of your landscape, incorporating new landscape features.

After we finish your first landscape design draft, we will meet with you to go over it and see if you have any revisions before we create the final plans. Once the layout, materials, and planting choices are confirmed within your budget, we create a comprehensive, highly accurate 2D and 3D renderings of the final design.

Once the final design approved, we will move forward with getting 3 estimates from our partner contractors. We will present to you the installation proposal and agreement. Once approved, we will move forward with the installation.

3 - Application for Water Rebate

Earth1 will Check Eligibility Water Rebate Application (LA & OC)

Rebates are offered through SoCal Water$mart and participating water agencies (LADWP, OCWD, MWDOC, etc.).

Earth1 will see what rebates are available (e.g., turf removal, irrigation controllers, high-efficiency toilets, washers).

Make sure you are a residential, HOA, or commercial customer of a participating water district.

Review Program Rules

Each rebate program has its own requirements (for example, turf removal requires pre-approval before you start work).

Common rules:

You must be the account holder or get permission from the property owner.

Rebates are first-come, first-served and based on available funding.

Only certain EPA WaterSense or EnergyStar-certified products qualify.

5 - Submit Final Documentation

Submit Final Documentation

Earth1 will Log in to your SoCal Water$mart account and upload:

Copy of recent water bill (to prove eligibility).

Receipts/invoices.

Photos (for turf/landscape projects).

Submit everything within the required timeframe (often 60–90 days after purchase/installation).

4 - Apply Online (Pre-Approval if Required)

We Go to SoCal Water$mart portal → “Apply Now.”

For turf replacement:

Submit a pre-application with photos of your existing lawn.

Wait for an approval notice before removing turf.

For appliance/equipment rebates:

You can often purchase first, then apply with receipts.

Purchase & Install Qualifying Product/Project

Buy the approved high-efficiency appliance, irrigation device, or start the approved landscape project.

Keep detailed invoices and receipts (must include model numbers and dates).

Take before & after photos for turf and irrigation projects.

6 - Rebate Payment

Once reviewed and approved:

Checks are mailed (usually 6–12 weeks).

Larger projects (turf removal) may take longer.

7 - Track & Follow Up

You can track your application status online.

Always apply early — funds can run out.

Double-check product eligibility on the qualified products list.

Raul found passion in the landscape industry and went back to school to study ornamental horticulture, drafting and designing. After gaining enough experience, Raul decided to become an entrepreneur in California Friendly Drought Tolerant landscape architectural design, installation, and maintenance. Raul has professional experience for over 30+ years and passion to help homeowners reconnect with nature and reduce or eliminate pollution to our planet, people, and all living things.

How long is the design process and how many revisions do I get?

The design process varies approximately from 2 weeks to a month depending on how big is your project and whether any HOA regulations are involved. If you like to choose hardscape materials and pots at supplier stores that we recommend to you, you need to commit to taking time to shop around the first week of the design process. After we present the 2D and 3D renderings and if any revisions are needed, we can do 1 full set of revisions for you as long as you provide us the full list of all revisions that we need to make before we present the final 2D and 3D renderings. This revision can take approximately another week to 2 weeks. 

Can you help us with the rebate process, application & requirements?

Yes we can process all requirements at an additional cost

How long does it take for you to put the numbers together for landscape design?

Depending on the size of your project, the quotes can take approximately from 2 to 7 days.

After Design approval and down payment we will start the concept 2D plan
